President Emmanuel Macron Reappoints Lecornu as France's Prime Minister After A Period of Unrest

President Emmanuel Macron has asked his former prime minister to come back as the nation's premier a mere four days after he left the post, causing a period of intense uncertainty and instability.

The president stated towards the end of the week, shortly after gathering key political groups together at the presidential palace, omitting the leaders of the extremist parties.

His reappointment was unexpected, as he stated on television only two days ago that he was not “chasing the job” and his “mission is over”.

Doubts remain whether he will be able to establish a ruling coalition, but he will have to hit the ground running. The new prime minister faces a time limit on the start of the week to present the annual budget before lawmakers.

Governing Obstacles and Budgetary Strains

The presidency said the president had “tasked [Lecornu] with forming a government”, and those close to the president suggested he had been given complete freedom to make decisions.

The prime minister, who is one of a trusted associate, then published a long statement on X in which he consented to “out of duty” the mission entrusted to me by the president, to strive to secure a national budget by the December and address the everyday problems of our countrymen.

Partisan conflicts over how to lower France's national debt and reduce the fiscal shortfall have caused the resignation of two of the past three prime ministers in the last year, so his mission is immense.

Government liabilities in the past months was close to 114% of economic output (GDP) – the number three in the euro area – and the annual fiscal gap is expected to amount to over five percent of GDP.

The premier stated that everyone must contribute the need of repairing the nation's budget. In just a year and a half before the end of Macron's presidency, he warned that prospective ministers would have to set aside their political goals.

Ruling Amid Division

Adding to the difficulty for Lecornu is that he will face a vote of confidence in a parliament where Macron has lacks sufficient support to support him. Macron's approval plummeted recently, according to a survey that put his support level on 14%.

Jordan Bardella of the far-right National Rally, which was left out of Macron's talks with political chiefs on the end of the week, commented that Lecornu's reappointment, by a president increasingly isolated at the Élysée, is a poor decision.

His party would promptly introduce a vote of no confidence against a failing government, whose main motivation was fear of an election, the leader stated.

Seeking Support

The prime minister at least knows the pitfalls in his path as he tries to form a government, because he has already devoted 48 hours this week meeting with factions that might support him.

By themselves, the centrist parties are insufficient, and there are divisions within the conservative Republicans who have assisted the administration since he failed to secure enough seats in the previous vote.

So he will seek left-wing parties for potential support.

In an attempt to court the left, Macron's team indicated the president was considering a delay to part of his controversial social security adjustments passed in 2023 which extended working life from 62 to 64.

It was insufficient of what left-wing leaders hoped for, as they were anticipating he would choose a leader from their camp. The Socialist leader of the leftist party stated “since we've not been given any guarantees, we won't give any guarantee” in a vote of confidence.

The Communist figure from the left-wing party commented post-consultation that the left wanted substantive shifts, and a prime minister from the central bloc would not be endorsed by the French people.

Environmental party head the Green figure remarked she was surprised Macron had offered the left almost nothing to the left, adding that the situation would deteriorate.
